  4.     Plastic surgeon Elizabeth Morgan, 41, has committed no
  5. crime. Yet for almost two years she has been in prison. Reason:
  6. she refuses to permit her six-year-old daughter Hilary to visit
  7. the child's father, Eric Foretich, 46, who she alleges raped
  8. Hilary during previous visits. Judge Herbert Dixon sent Morgan
  9. to prison for contempt when she refused to reveal Hilary's
  10. whereabouts. Relief may be on the way: prompted by the Morgan
  11. case, the House of Representatives last week passed a bill to
  12. limit civil contempt-of-court sentences to twelve months. Based
  13. on the idea that a longer sentence turns coercion into
  14. punishment without due process, the bill now awaits action by
  15. the Senate.
